Flames climbed as high as five stories until fireboats brought it under control. The fire was attributed to wastes dumped into the river by the waterfront industries. This incident helped to galvanize concerns about our nation's water quality, and in 1972 the Clean Water Act (CWA) was passed. The act was designed to keep the waters of our nation clean and empowered the EPA to enforce the Act's provisions. The law set pollution standards for all surface water bodies and made it illegal to discharge pollutants into navigable water without a permit.
